چکیده

Should the buyer of a customized good use competitive bidding or negotiation to select a contractor? To shed light on this question, we consider several possible determinants that may influence the choice of auctions versus negotiations. We then examine a comprehensive data set of private sector building contracts awarded in Northern California during the years 1995–2000. The analysis suggestsanumberofpossible limitations to theuseofauctions.Auctionsmayperform poorlywhenprojectsarecomplex, contractualdesign is incomplete, andthereare few available bidders. Furthermore, auctionsmay stifle communication between buyers and sellers, preventing the buyer from utilizing the contractor’s expertise whendesigning theproject. Some implicationsof these results for procurement in the public sector are discussed (JEL D23, D82, H57, L14, L22, L74).

Auctions vs Negotiations in Public Procurement Which Works Better?

Public agencies rely on two key modes to procure goods and services: auctions and direct negotiations. The relative advantages of these two modes are still imperfectly understood. This paper therefore studies public procurement of regional passenger railway services in Germany, where regional agencies can use auctions and negotiations to procure regional passenger rail services. An Alternating-Offers Model of Multilateral Negotiations

I develop an infinite-horizon alternating-offers model of multilateral negotiations, a common means of exchange whose strategic complexity has hindered previous modeling efforts. Multilateral negotiations occur in numerous settings in which one party wishes to trade with one of several others, but for concreteness I consider a buyer facing multiple sellers offering potentially different amounts...

Concession-making in Multi-bilateral Negotiations and Multi-attribute Auctions

Reverse auctions and negotiations are two common procurement mechanisms. The drawback of many auctions is their sole focus on price. The drawback of negotiations is that they are sequential, slow and costly. Internet enables multi-attribute auctions and multi-bilateral multi-attribute negotiations efficiently. In both processes concession-making plays a key role. The paper presents typology of ...

Multi-attribute auctions for electronic procurement

Auctions are a fundamental mechanism to automate negotiations in electronic commerce. We consider a class of multi-lateral negotiation situations, which requires negotiation on multiple attributes of a deal. These situations are typical for corporate procurement. Current auction implementations do not support these negotiations adequately. In the paper we propose multi-attribute auctions, an ec...

Negotiation and Auction Mechanisms in E-procurement: Systems and Experiments

Auctions and negotiations are mechanisms used in market exchanges. Behavioral economics experiments focused on the mechanism efficiency which required highly simplified problems and contexts. This paper discusses an on-going project involving an experimental comparison of auction and negotiation mechanisms embedded in software which we have developed. The experiments are situated in an e-busine...
